Volkswagen Passat 99-05 Recall?

Does anyone know if there is a recall on the 2000 Volkswagen Jetta window regulators?Where can I find it?
I have had this problem with my car and they fixed the problem for free. Where your window just drops down and will not go back up. They are now trying to charge my brother for this problem.

Was there a manufacturer recall on the 1999 Volkswagen passats rear windows?
